I am currently licensed as a therapeutic foster parent through Therapeutic Community Resources. My contract with Therapeutic Community Resources states that I am to receive my reimbursement on the 15th of each month. This rarely ever happens and never happens without my having to email Mr. Key. He has all sorts of excuses for his failure to give us our reimbursement in a timely manner but they are never ones that we can confirm in any way. A friend of mine is licensed through them and he owes her more than $25,000. He makes repeated excuses for this and plans to correct but so far has not followed through with any of them. When you email him about the situation he rarely responds to your email and he never answers his texts or phone calls. This has been going on for over a year. Some of his \"parents\" have never received anything for their care of the children placed with his agency. There are not a lot of options in Rockingham County for transferring to another agency. A fact which he is well aware of. In addition, he displays no sympathy for the people he does not pay or remorse for not giving them their money.
