False advertisement?

Went there because they had great prices advertised and because they were the only ones open on Christmas eve. I am 32 years old, married and have a perfect driving record. They advertise rates as low as $14.99 but my quote for the lowest legal liability on my Honda Accord was $35...who gets the 14.99?

The people there were rude and strange to say the least. They expected me to gin papers that had blanks saying they would fill them in later. The deposit was pretty high too considering my driving record and their advertisements. I think I paid about $120 total.
